鐵道公司澄清：雙軌工程非水災導因

（吉隆坡5日訊）馬來亞鐵道公司（KTM）聲明，吉打州發生的大水災，非由怡保至巴東勿剎雙軌工程所導致。
該公司發文告澄清，傳言指吉打發生水災的原因，是因雙軌工程，事實上，兩者根本沒有關係。
文告強調，聯合承建公司MCC和GAMUDA所進行的工程，絕對符合地方政府和水利灌溉局的規定。
文告說，雙軌工程從2008年動工至今已完成54%，因受到此次水災影響，工程被迫擱置，而且洪水導致基設和新建軌道損壞，令該公司面對百萬令吉損失。
“水災也影響火車服務，從本月1日至今，共有20趟北上火車服務被迫取消。”
“相信此次水災肇因是不尋常的惡劣天氣以及過度開發森林所致。”
“況且受水災影響的地區不只是吉州，登嘉樓、吉蘭丹及泰南地區也同樣發生水災，足以證明水災並非雙軌工程所致。”
較早前，房政部長拿督曹智雄巡視亞羅士打災區后說，據他與水利灌溉局及慕達農業發展局瞭解，確認雙線鐵路工程是導致洪水緩速疏通，無法通過稻田排注外流的其一因素。

KUALA LUMPUR 5 Nov. - Keretapi Tanah Melayu (KTM) Berhad hari ini menafikan dakwaan bahawa pembinaan landasan berkembar elektrik di beberapa daerah di Kedah sebagai punca kejadian banjir besar di negeri itu.
KTM Berhad berkata, kejadian bencana alam itu tidak langsung disumbangkan oleh Projek Landasan Berkembar Elektrik Ipoh-Padang Besar yang sedang dijalankan kerana bencana alam serupa turut melanda negara jiran iaitu Thailand serta Kelantan dan Terengganu.
Dari aspek sistem saliran, pemaju projek iaitu syarikat MMC-Gamuda Joint Venture telah melaksanakannya dan struktur yang dibina adalah mematuhi piawaian yang ditetapkan oleh pihak berkuasa tempatan (PBT) dan Jabatan Pengairan dan Saliran (JPS), kata KTM Berhad dalam satu kenyataan di sini hari ini.
Kerajaan PAS Kedah hari ini mendakwa banjir buruk yang kini melanda negeri itu adalah disebabkan kerja pembinaan landasan kereta api berkembar yang sedang berjalan.
Sehubungan itu, kerajaan negeri menggesa kontraktor landasan kereta api berkembar itu, MMC-Gamuda Joint Venture (Gamuda) membesarkan saliran air supaya air banjir dapat disalirkan ke sungai dengan cepat.
KTM Berhad berkata, banjir besar yang melanda Kedah dan Perlis adalah berpunca daripada cuaca buruk luar biasa dan pembukaan empangan yang mana paras airnya berada di tahap bahaya untuk menaikkan paras air sedia ada.
Syarikat pengangkutan itu turut menanggung kerugian mencecah jutaan ringgit apabila bencana banjir turut menyebabkan berlakunya kerosakan pada struktur dan landasan baru yang sedang dibina.
"Projek yang bermula pada hujung 2008 itu, kini telah mencapai kemajuan 54 peratus secara keseluruhannya, namun disebabkan kejadian banjir luar biasa itu, kerja-kerja projek juga telah tertangguh," kata kenyataan itu.
Perkhidmatan tren KTM Berhad juga terjejas apabila sebanyak 20 perkhidmatan tren menuju ke arah utara terpaksa dibatalkan berikutan bencana alam itu. - bernama
KTM Berhad berharap agar situasi sedia ada akan kembali pulih supaya perkhidmatan tren dapat diteruskan dan perlaksanaan projek dapat disempurnakan mengikut jadual yang akan memberi manfaat kepada penduduk di setiap negeri yang dilaluinya termasuk Kedah.

大水灾发生了，总有原因，把责任推向“人为”的疏忽与过错，人会反驳且推卸责任。

KUALA LUMPUR: Department of Irrigation and Drainage director-general Datuk Ahmad Husaini Sulaiman said yesterday that rain had not fallen this heavy in Perlis and Kedah for 100 years.
He, therefore, described the floods as a "100-year flood".
Global Environment Centre director Faizal Parish said the floods were becoming worse as a result of climate change.
He said the increasing frequency of floods was serious as it showed there was a significant change in the climate.
"What was once a '100-year flood' is now becoming a '10-year flood'."
"The prediction for Southeast Asia is that we will experience more and more extreme weather, such as floods and droughts.
He said a holistic approach was needed to deal with the problem.
"We need to protect the rainforests and the wetlands so that rainwater can flow naturally."
He said the dry spell predicted in February and March should not be taken lightly.
"We need to start conserving water from now, so we won't experience dry periods then."
Data on rainfall patterns in northern Malaysia would reveal whether the floods were caused by climate change or development.
Universiti Kebangsaan Malaysia's Southeast Asia Disaster Prevention Research Institute director and geologist Prof Datuk Dr Ibrahim Komoo said although it was not easy to predict the magnitude and when floods would happen, observing rainfall patterns might show up some clues.
"The important thing is to know the rainfall pattern between the last two and three weeks as it will give a good picture on whether the rainfall quantity is the highest so far.
"Then, we need to check the areas affected by the floods for development activities, such as the clearing of land on the upper reaches of the river, which of course, will determine the magnitude of the floods."
He said the Meteorological Department, which has access to rainfall records, should be able to compare the data with previous flooding incidents to see whether the current floods were caused by climate change.
University of Malaya Geology Department head Prof Dr Azman Abdul Ghani said persistent heavy rainfall this year caused some places in Kedah to be hit with severe floods.
"When it rains heavily every day in any place, extensive flooding is inevitable."
He dismissed claims that the current floods were the worst in the country.
"I don't think the flooding this time can be considered as such. In fact, there had been such flooding in Kelantan two or three years back."
He said the widespread flooding across southern Thailand might have triggered the flooding in Kedah as both states were neighbours.
He said there were also certain areas in Kedah which could not hold the abundant water from the heavy rainfall, which contributed to the flooding.
Historian Prof Emeritus Tan Sri Dr Khoo Kay Kim said the floods were comparable to the big floods of 1926, which affected the whole country.
"The government had to resort to very drastic measures to rectify the flooding problem. In Kuala Lumpur, one of the measures was to straighten the Klang River."

The housing estate I live in – Taman Syed Mohamad which is located next to the railway line that runs across Jalan Sultanah was one of the most severely hit areas during the recent flood crisis in Alor Setar. More alarming is the fact that the flood only occurred after several days of dry weather following three days of heavy downpour in Kubang Pasu and Kota Setar districts.
The residents numbering around 600 suffered massive loss of property and mental anguish as the flood was least expected to affect this housing area which had remained unaffected by floods in its 30-odd years of existence. Both the 1988 and 2005 floods which are the biggest in the history of the state had no impact at all here and the recent flood that hit us were way beyond our expectations.
I believe that the on-going Electrified Double Track Project (EDTP) along the railway track running parallel to the housing estate has been the main contributing factor of the flood which had submerged the houses for five days!
Several observations has led to this belief. First of all, I am convinced that the drainage system that has replaced the previous one is incapable of channelling a huge volume of water away from the residential areas that are located along the railway track in the heart of Alor Setar city. In addition, the drains were clogged with earth and other building materials from the project sites which had remained unmoved for several days as a result of the flood.
To add insult to injury, the road barriers that were placed along Jalan Syed Mohamad, leading to the housing estate were carried by the flood waters into the drains to further worsen the situation. The road barriers should have been filled with sand or water to weigh it down – however this was not done. Unused road barriers were also left lying in the vicinity of Taman Syed Mohamad, all of which practically chocked the drainage system. In other words there was no proper management of these materials that had been left lying by the road sides.
Prior to the EDTP, the buffer zone between the track and houses running parallel to the railway line was more than 6 metres and this zone has always acted to channel huge volumes of water away from the residence. Besides, the rocks on the track are larger and the spaces between the rocks allow water to cross the lines rather easily.
However, currently, the smaller rocks which have been compacted for the EDTP has acted as a wall and prevented the water from flowing away from the area. Ultimately, the residents were caught in a dire situation as the road leading to Taman Syed Mohamad was inundated by at least 4-feet high water. The only escape route available was through Sekolah Kebangsaan Taman Rakyat located in the area to the other side of the area where a flyover runs across the railway line.
It is my sincere hope that the people responsible for the project will visit the site immediately and investigate any improprieties. We also appeal to the developers to do a proper and comprehensive study of the drainage system that they have in place and rectify the system as soon as possible. While the residents are coming to terms with the tragedy, we nonetheless fear that Taman Syed Mohamad will eventually turn into a death-trap once the fly-over along Jalan Sultanah is completed and the electrified double track is up and running.
